Frank Xu

Frank is Deputy General Manager and Executive Project Manager of Shundi Customs Ltd. Also, he is the President of New Zealand Chinese Building Industry Association, and a Senior Development Manager, Project Manager, and Building & Property Analyst.

Frank has 29 years of project management and property development experience, including 8 years design engineer and project management experience in China, 13 years planning and project manage- ment experience in the New Zealand largest construction company – Fletcher Construction, 8 years project management, property development, and general business management experience in the property and construction sector.

The projects Frank involved include high rise office buildings, multi-storey or high rise apartment buildings,shopping centre, supermarket & retail shops, large industrial development and warehouse buildings, residential property development projects etc.

Andrew Crosby

Leading the team at Universal Homes Andrew has degrees in architecture and property. Having lived property development for over 20 years. This includes managing development teams in the private and public sector across dozens of projects. He is an outspoken advocate of advancing the development industry and building people's futures. To this end he lectures property development at Unitec and is a founding board member of the Urban Development Institute of New Zealand.

Brett Heaven

Brett is a co-founder of Rubix and has been a director since 2004. A strong leader, he has relished the opportunity to grow the team into a thriving business. Brett has an intimate understanding of all areas of service that the company provides.

Brett was a highly accomplished and respected project manager of super yacht projects before establishing a project management business. His highly practical background and inquiring mind enables him to ask the right questions of the right people, to ensure that consultants and contractors alike are always working in the best interests of the client.

Brett has an appetite for hard work. He loves forging strong networks and trusting relationships with those around him. He is a direct communicator and confident negotiator, both invaluable attributes in the construction industry and indeed, all facets of the business.

Chris Haines

Chris Haines is a Director of RLB in Auckland and RLB in Otago. He is responsible for the direction and management of the Queenstown office, which includes cost management and advisory services for the Otago region

Starting his career at Davis Langdon in the United Kingdom, Chris joined RLB in New Zealand in 2007 as a senior quantity surveyor.

With over 18 years’ experience in the construction industry, Chris uses his expertise in feasibility reporting, cost planning, procurement and cost management in a variety of sectors. These include primary, secondary and tertiary education, public and civic buildings, hotels and resorts, retail, health, research facilities, residential, sports and recreation.

Chris Jobson

Chris is the Northern Regional Manager at Site Safe New Zealand. He will be assessing the projects under Health, Safety and Well-being category.

Craig Treloar

Craig has been with Hawkins for 16 years and has worked as a Project Manager and Project Director before becoming the head of the Auckland region in 2019. 

As GM Auckland, Craig oversees all of our Auckland projects, which range from universities to hospitals, airports, office developments and hotels. 

Craig maintains excellent relationships with Hawkins’ major clients. His calm, well-organised approach and solid planning make him an excellent manager of large projects.

He is known for his integrity – Craig is always accountable and leads by example. 

“My focus is excellence in delivery - doing all of the small things well and creating the right culture in the team to achieve great results,” Craig says.

Craig builds great teams, and excels at mentoring and training others. He has an ability to share skills and experience in a down-to-earth, approachable way. He is an excellent mentor to Hawkins’ cadets and other young construction professionals. 

Dylan Huang

Secretary General of NZ Chinese Building Industry Association, Managing Director of Archiland Architecture since 2010, Member Assessor of Architectural Designer New Zealand, Licensed Building Practitioner, Member of PrefabNZ.

Professionally trained by NZ architectural academy from Diploma to Master degree. During Dylan’s 14 years architectural career, he led the team design hundreds of projects, spent 8 years on prefabrication R&D, building material code compliance, and Building Information Modelling.

Franky Wang

He is a strong banking professional at the Bank of New Zealand with a demonstrated track record of working in the Commercial, Corporate and Institutional Banking segments across different locations in China, Australia and New Zealand from both capital inflow and trade outflow perspectives connecting offshore investors into Aotearoa and local exporters into Asia.

He is currently the Head of Asia Business Activation for BNZ who significantly contributes to the development and execution of the BNZ Asia Business Strategy that has a strong sales focus to drive business acquisition through internal and external networks. 


Franky also sits on the Board of Kāhui Tū Kaha to support the diversity and inclusion from culture and ethnical aspects to ensure proper governance is in place for the organisation that is part of Ngāti Whātua Ōrākei. Franky is also a member of Institute of Directors in the governance world and an ICE Angel Investor growing start-up business in New Zealand.

He can connect New Zealand business networks with China and Asia through his strong business networks, domestic and overseas contacts, bilingual and perfect understanding of multi-cultures, ethnic and geographical challenges and opportunities in the business and governance space.

Keven Chen

Keven is the head of Asian business at PlaceMakers. He is a highly effective sales manager and account manager with 8+ years of experiences in NZ's construction and building materials industries. 

Keven is also the vice president of New Zealand China Building Industry Association.

Jeff Fahrensohn

Jeff has been involved in the industry for over 30 years from building through to design and project management. He started as a building inspector at Waitakere Council and currently manages a 200+ strong team of building inspectors and CCC assessors. His team carry out around 1000 inspections every day and last year issued 16,000 Code Compliance Certificates as part of their commitment to enabling Auckland’s growth. A current board director of the Building Officials Institute of NZ, Jeff is both passionate and proud about helping enable high quality construction in New Zealand.  

Matthew Cutler-Welsh

"I’m not an architect. I’m not a builder. I do have over fourteen years of experience helping people to improve the efficiency, health and comfort of their home. This includes three and a half years working on the Homestar environmental rating tool at the New Zealand Green Building Council, running a team of home sustainability assessors during the EECA Warm Up New Zealand retrofit campaign, and being part of the panel that developed the New Zealand Rental Warrant of Fitness checklist.“

Melvin Man

Melvin Man is a Chartered Professional Engineer with over 30 years experience in the fields of civil and structural engineering and a member of the New Zealand Engineers Association.

During his work in China, Melvin participated in the supervision of The Eighth Five-Year Plan, responsible for the supervision of underground engineering, road and main building construction; later, he participated in the structural design of several commercial centre buildings.

In 2005, Melvin established MEC engineering design company. The company's business scope covers the structural design of various residential buildings, industrial plants, schools and commercial projects, land division engineering design, flood assessment, rainwater control system design and quality inspection during construction.

Mike Quirk

Mike has over 20 years’ experience in the design and construction of large commercial, healthcare and institutional projects in Australia, Asia and UK. He has been involved in a number of commercial projects covering concept and detail design, technical reviews, and commercial negotiations.

He has been involved in large commercial master planning projects throughout Australasia.

He has been many large healthcare projects throughout New Zealand and others in Asia. Projects of notes include Sky City, Sky Tower, Little Britain 300,000 sqm development (London) and Auckland Hospital, Wellington Regional hospital and Connexions Singapore Hospitals. He led the Christchurch fast track temporary after returning to New Zealand from Singapore in 2011.His five-year assignment as MD Beca Asia, covered Singapore, China Indonesia Myanmar and several other branch offices in the region.

He is a Board member of Beca Asia Holdings Limited, Chairman of Beca Engineering NZ Limited and on the executive management of the Beca Building Group.

Mike Casey

Mike has been a quantity surveyor all his working life. When he was young, he had an interest in the construction industry as well as accounting and law so quantity surveying seemed to encompass all of those interests for Mike. He loves the building and construction finance industry and its colourful characters.

Every project has its issues and we learn from each challenging experience. Terminations and receiverships offer some interesting situations and we have gained extensive knowledge and experience in both, with lessons learned proving invaluable when commencing new projects.

Paul Jeurissen

Paul has worked in the construction industry as an apprentice then a cadet for Fletcher Construction, this included working in the international division.

In 1995 Paul commenced work as a carpentry tutor at Unitec. Paul have worked in various trade related roles at Unitec until 2006. From 2006-2014 he worked at MIT in the capacity of Dean for Engineering & Trades. Paul returned back to Unitec full time in 2017 after a three-year period of contracting. The changing vocational education landscape creates opportunities for Unitec. Trades vocational education and training offers huge opportunities for current and future programme offerings which Unitec is well placed to provide. These programmes offer Unitec students industry access and pathways for their careers in construction and engineering industry sectors or alternatively higher education.

Professionally Paul works closely to ensure Unitec’s reputation, quality of staff and student graduates are respected in the industry.

Raymond Huo 

Former member of parliament. Raymond has recently re-joined Shieff Angland after concluding one more term as a Member of Parliament and chairman of the Justice Committee. He chaired one of the busiest committees that played a leading role in the reform of some of the most important laws in New Zealand including Trusts Bill, Privacy Bill, Arbitration Bill, Courts Matters Bill and the Administration of Justice (Reform of Contempt of Court) Bill. He sponsored in Parliament a member’s bill, Insolvency (Private Administration of Personal Bankruptcy) Amendment Bill, seeking to bring New Zealand into line with Australia and the United Kingdom.

Raymond is the founding trustee of the New Zealand Chinese Language Week charitable trust (NZCLW), a Kiwi-driven initiative designed to increase Chinese language learning in New Zealand. The first of its kind in any Western country, NZCLW seeks to bridge the cultural and linguistic knowledge gap between China and New Zealand.

Qualified in both China (statute law) and New Zealand (case law), Raymond has extensive experience which uniquely positions him to understand the Asian business community requirements and ensure then they are connected to Shieff Angland lawyers who can best assist them to achieve their objectives.

He is an honorary professor of law at his alma mater, China University of Political Science and Law in Beijing, He has published nine books including The Power of the Rule of Law – Navigating established common law cases《法之力》 (Beijing: 2019), a book designed for Chinese judges, lawyers and businesspeople. He is the co-editor (with Dr Wayne Mapp) of a bilingual guide Doing Business in New Zealand – information and advice from leading experts (to be released in mid-2021).

Tim Warren

Tim is an executive level programme / project manager who has led tangible performance improvement through multi-million pound design and construction projects across the aviation, highways, retail and research/education sectors (values up to £42m).   With a background in civil engineering he has the ability to engage with technical and commercial leaders across a major client base and unite often disparate groups in the delivery of a profitable construction solution.

Vijay Patel

Vijay has 13 years’ experience as a structural engineer working in New Zealand since graduating from the University of Auckland. Vijay has worked on an extensive range of projects, ranging from very tall towers to low lying structures. He has experience with a wide range of buildings, from apartments and hotels, to commercial office spaces, to storage facilities, hospitals, sports stadiums and residential buildings. Vijay has particularly strong skills in project delivery from design through to construction, with specialised skills in the structural and seismic design of multi-storey buildings and structures. Vijay was one of three finalists of the coveted New Zealand Engineering Excellence Young Engineer of the Year in 2015.
